Telecom City / River's Edge, Malden, Medford and Everett, MA - Evaluated market potential and formulated preliminary development strategies and, then, assisted Mystic Valley Development Commission, a consortium of three municipalities, in soliciting and evaluating proposals, and negotiating and structuring land disposition and development agreements with selected master developer for redevelopment of 30 acre riverfront brownfield area for approximately 700,000 SF of high tech office, R&D and residential and 7 acre public park.
Village of Merrick Park, Coral Gables, FL - Provided City with redevelopment and disposition strategy, marketing, and transaction services for redevelopment of underutilized 10-acre City-owned site. Assisted City in evaluating development potentials, clarifying policy objectives, formulating disposition marketing strategies and preparing RFP. Solicitation attracted ten proposals from prominent national and local developers. Assisted City throughout evaluation and selection process and in negotiating a participating land lease with the selected developer, the Rouse Company, for development of approximately million SF mixed-use retail, office, residential project.
Union Square Development, Somerville, MA - Evaluated and provided negotiation support to City in creating and reaching agreement with master developer for a program of exactions and contributions for transportation improvements, infrastructure, and community benefits to be applied to 2.3 million SF phased multi-parcel, mixed-use TOD project.

Cochecho Waterfront Redevelopment, Dover, NH - Provided City and citizens’ advisory committee with a full range of evaluation and transaction services for redevelopment of 20+ acre Cochecho waterfront site for mixed-use development. Assisted in preparation of RFP, coordination with developers, evaluation of proposals, and negotiation of disposition and development agreements. After changing economic conditions resulted in the developer’s withdrawal from the project, was engaged by City and committee to undertake a comprehensive analysis of development options and their implications entailing: a thorough site analysis to clarify issues, requirements, and strategies for development of the site; comprehensive market research; site capacity and development feasibility analyses for alternate uses and forms of development; programming of alternate mixed-use and phasing scenarios; analysis of real estate tax/tax increment financing and other fiscal implications for alternate program scenarios; and implementation strategies for marketing, transaction structuring, and development. Subsequently participated with design/engineering team in crafting revised concept plan and program of public improvements and performed TIF analysis, assisted in preparation of request for proposals documents and process, evaluation of proposals, developer selection, and advised on negotiation of disposition and development for phased 500,000 SF mixed-use project with 475 residential units and 25,000 square feet of commercial space.

Government Center Mixed-Use Development, Malden, MA - Assisted City in evaluating and negotiating disposition of existing City Hall property for redevelopment for 600,000 SF of mixed-use graduate student housing and residential condominiums, healthcare and retail uses conducive to downtown revitalization, with relocation of City facilities to other downtown location and reconnecting downtown with transit station. Services included evaluation of RFP-responsive proposals, financing and costs and fiscal and other benefits of disposition/ relocation, as well as negotiation of disposition. Subsequently assisted in second RFP process culminating in developer selection for 245-unit residential and commercial mixed-use project to include new city hall.

Old City Hall Site Redevelopment, West Palm Beach, FL - Assisted Community Redevelopment Authority in disposition process for redevelopment of 3.5 acre former city hall site, now known as Flagler Banyan Square for 435,000 SF of new construction consisting of 208-room Marriott Autograph Collection Hotel; 251 luxury apartments; signature restaurant; 20,234 SF retail and 483-car central parking garage.

65 Bay Street, Dorchester, Boston, MA - On behalf of Dorchester Bay Economic Development Corporation provided a broad range of financing, transaction, and development management services for redevelopment of 5-acre brownfield site in inner city neighborhood of Boston for $14 million, 80,000 SF office/industrial project. Assessed market potentials and feasibility, formulated development strategies, participated in marketing overtures to potential users, structured public and private debt and equity financing integrating seven lenders and multiple other funding sources, negotiated lease and sale option with build-to-suit tenant, advised on assembling project team, community and public approvals, and aspects of construction.
Community Maritime Park, Pensacola, FL - Assisted Community Maritime Park Associates (CMPA), a non-profit developer comprising prominent business and civic leaders, in acquisition and predevelopment of a 30-acre site on downtown waterfront for park, multi-use ballpark, maritime museum, and over 300,000 SF of private mixed-use retail/restaurant, office, residential, and hotel development. Assisted in preparing successful proposal in response to City RFP, development programming, evaluating site capacity, market and financial feasibility, supportable land value, real estate taxes and TIF revenues, and negotiating master lease and development agreement including $40 million of public financing. Subsequently, engaged by City to evaluate a proposed master lease and development agreement between CMPA and private developer to implement the project by means of construction of public improvements and long-term staged disposition and development of private project components. Based on evaluation, was engaged to assist City and CMPA in renegotiating the master lease resulting in significant improvements in cost-efficiency of contracted public improvements, enhanced disposition terms and fulfillment of planning objectives for private development, and greater control and flexibility in CMPA’s master lease relationship with master developer.

Connector Park Tax Increment Financing, Lowell, MA - Assisted the City in analysis and structuring of TIF for $32 million redevelopment of 260,000 SF office/industrial project.
Downtown Redevelopment Projects, Coral Gables, FL - Assisted the City in formulating disposition marketing strategies, RFP preparation, proposal evaluation/selection, and negotiation/transaction structuring of participating land lease and development agreements for redevelopment of multiple CBD parking lots and outdated garages for a total of approximately million square feet of mixed-use development plus 1,300 public parking spaces including: Gables Grand (200 residential apartments, 35,000 SF of retail and 350+ car public parking garage); The Palace (200+ units of luxury senior housing, 20,000 SF of commercial space, and 350 public parking spaces); and Garage 1 and 4 Sites (approximately 400,000 SF of residential and commercial development plus 600 spaces of public parking).
